After Upgrading to Hyperion Workspace 18.104.22.168 No Workspace Components Can be Found in the Registry

When attempting to login to Workspace after upgrading EPM 9.3.1 to EPM 126.96.36.199, the following error occurs:
"Please supply a valid username/password."
The Workspace stdout_console.log file shows the following message:
"No Workspace components found in Registry".
The high-level steps performed were:
1. Upgrade 9.3.1 Hyperion Shared Services (HSS) and Workspace web application component to EPM 188.8.131.52.
2. Try to log-in to Workspace.
Note: The Reporting and Analysis (R&A) component had not yet been upgraded to 184.108.40.206 at this stage.
Upgraded only HSS and Workspace web application component to EPM 220.127.116.11.
