DRM Server Error: 'Server Was Unable to Process Request. ---> Connection Left Hanging in Dal'

Error: 'Server was unable to process request ---> Connection left hanging in DAL'.
The error is produced when trying to connect to a DRM instance using an Oracle repository. A firewall is in place between the DRM server and the Oracle back-end repository server.
A firewall had been introduced between the DRM server and the Oracle server or the idle time-out setting on the firewall has been reduced.
