Symptoms
Issue Seen : Following error is in managed server log when starting up managed server :
<Timestamp> <Error> <Security> <BEA-090892> <The dynamic loading of the OPSS java security policy provider class oracle.security.jps.internal.policystore.JavaPolicyProvider failed due to problem inside OPSS java security policy provider. Exception was thrown when loading or setting the JPSS policy provider. Enable the debug flag -Djava.security.debug=jpspolicy to get more information. Error message: JPS-04301: Cannot read from policy store.>

Changes done to environment :
Virtualize parameter was added to identity store configuration and set to True for support of Multiple LDAP Store in OBIEE 11.1.1.5
When this changed was saved in EM, a error window popped up after which the jps-config.xml file was completely wiped out.
So this file jps-config.xml was restored from a backup after which you started seeing following error while startup of managed server :
