FDM Application Is Not Accessable From Shared Services Application Group, Error: "Required application context aif is not available. Please contact your administrator." (Doc ID 1348828.1)

Symptoms

When clicking on a FDM application within the FDM Application Group in Shared Services an error is returned. The error can be replicated by performing the following steps:
1. Login to HSS as a provisioning manager select -> Application Groups -> FDM.
Click on ERPI Integrator and receive the following error:

"Required application context aif is not available. Please contact your administrator."

2. The same error is returned when clicking on an FDM application within the FDM Application Group.

Note: Currently when clicking the FDM app or ERP Integrator app, an error dialog pops up with these error messages:
"Required application context aif is not available. Please contact your administrator." -> in FDM 11.1.1.3
"User is not authorized for the action" -> in FDM 11.1.1.3
