Error "OPMN failed to start" When Trying to Start OPMN from Command Prompt (Doc ID 1354553.1)

When trying to start OPMN from the command prompt, getting one of the following errors: 

opmnctl start: opmn failed to start.

The C:\Oracle\Middleware\user_projects\epmsystem1\diagnostics\logs\OPMN\opmn\opmn.log shows the error:

[2011-05-13T13:41:18][opmn][NOTIFICATION:1][522][OPMN][code:pm-internal]PM state directory exists: C:\Oracle\Middleware\user_projects\epmsystem1\config\OPMN\opmn\states
[2011-05-13T13:41:18][opmn][NOTIFICATION:1][675][OPMN][code:pm-internal]OPMN server ready. Request handling enabled.
BIND (Unknown error)


"D:\Oracle\Middleware\EPMSystem11R1\opmn\bin\opmn.exe" -M: unexpected exit: code 2  opmnctl start: opmn failed to start.
