Error "OPMN failed to start" When Trying to Start OPMN from Command Prompt (Doc ID 1354553.1)

Symptoms

When trying to start OPMN from the command prompt, getting one of the following errors: 

opmnctl start: opmn failed to start.

The C:\Oracle\Middleware\user_projects\epmsystem1\diagnostics\logs\OPMN\opmn\opmn.log shows the error:
