OBIEE 11g: BI Publisher Page does not Load, the Browser Shows a Blank Blue Screen and Error: "Access denied. Check "Access SOAP" privilege" (Doc ID 1359064.1)

You installed OBIEE
Following the installation, you are unable to log in to BI Publisher.
When you try to access BI Publishers URL (i.e. http://machine.domain:9704/xmlpserver), the browser window changes to a blank, blue screen.
No further information is displayed in the browser window.

The following errors are seen in the BI Publisher log :-

This happens with Internet Explorer 7 and 8 and Firefox.
