Symptoms

When selecting the "Reporting and Analysis" application (located under the "Reporting and Analysis" project) in the Shared Services user interface.  Users get the following error:

Error: Unable to Connect to "Reporting and Analysis", ensure that the application is up and running and the user has the appropriate rights to access this feature
