After Deploying An OBIEE 11g OBIA Repository (RPD), Starting Presentation Server And OBIS Fails (Doc ID 1386299.1)

Symptoms

After deploying BI Apps Version 7.9.6.3 on OBIEE 11g (11.1.1.5),  not all OBIEE services start successfully.  The Presentation Server and the BI Server system components are not starting.

Testing using the tnsping utility on the server works successfully.

When opening the RPD online via the BI Admin tool, and testing the initialization block, it cannot connect, it's complaining about the TNS.
