Discoverer Plus 10.1.2.3 with Cumulative Patch 10 returns Internal Error adding New Parameters

Symptoms
Discoverer Plus 10.1.2.55.26 with Cumulative Patch 10 installed, returns the following error when one of the below actions is performed:
- Adding a new parameter to the workbook
OR - Adding a filter to LOV for a parameter (new or existing parameter)
In particular, after one of the above actions is performed and acknowledged, the OK button becomes greyed out and the filter is not created.
The error returned is:
An internal error has occurred. if this persists, please contact your Discoverer manager.
The Java console log shows:

This problem appeared after Cumulative Patch 10 installation on top of Discoverer 10.1.2.3
