Financial Reporting (FR) Scheduler Service Does Not Start (Doc ID 1392360.1)

In Workspace 9.3.1, when opening Batch Scheduler the following error message is shown:

Unable to connect to Scheduler server.  Please ensure that scheduler server is running(2009).

HyS9FRSched service is stopped and does not start.
