ESSBASE: Unable to Start Essbase Server v11.1.2.x using OPMN (Doc ID 1393313.1)

Symptoms

Unable to start the Essbase Server using the OPMN command:

opmnctl startproc

An error similar to the following is returned:

Process (index=1,uid=1201890034,pid=28160)
failed to start managed process after the Maximum retry limit

A review of the log /oracle/Middleware/user_projects/epmsystem1/diagnostics/logs/OPMN/opmn/console~EssbaseLnx~EssbaseAgent~AGENT~1.log shows the following error:

Fatal Error :- Essbase did not shutdown cleanly. Please remove TEMPESSBASE.SEC and restart Essbase with Essbase.sec file. Some Security Changes could have been lost.

Can also get this error when trying to connect with Excel Add-In:

 Error 111 Unable to connect to localhost. Error 1042006 - Network error 10061
