Newly Provisioned OID User Receives Error when Attempting to Access Planning: "Failed To Sync With User Provisioning" (Doc ID 1405005.1)

Symptoms

When attempting to access a Hyperion Planning application using an Oracle Internet Directory (OID) user that has been provisioned for Planning, the following error occurs:

Failed to sync with user provisioning. Check planning log for details.

The Planning logs contain the following errors:

HyS9Planning_sysout.log

Error Code: 2
com.hyperion.css.CSSAuthenticationException: 25:1005:Authentication failed for user <USERNAME>. Enter valid credentials.
at com.hyperion.css.CSSAbstractAuthenticator.authenticateUser(CSSAbstractAuthenticator.java:782)
at com.hyperion.css.CSSAPIAuthenticationImpl.authenticate(CSSAPIAuthenticationImpl.java:67)


HyS9Planning_syserr.log

com.hyperion.planning.HspRuntimeException: An error occurred while adding user to Essbase. Please check the Essbase log for details.
com.hyperion.planning.HspRuntimeException: Failed to sync with user provisioning. Check Planning log for details


The same user can login to EPM Workspace and Hyperion Shared Services.
