Discoverer 11g Failes To Connect After Installation With OPMN Error: 'No processes or applications match the specified configuration'

Symptoms

When attempting to access Discoverer Plus or Viewer 11g after fresh install the below is encountered when trying to connect to the EUL:

A connection error.
- Cannot retrieve connection details. Check the Discoverer application log for more details.
- Attempt 1. CORBA protocol : No processes or applications match the specified configuration. Hint: An administrator can further diagnose connection problems by running the "checkdiscoverer" script under C:\oracle\Middleware\asinst_2/Discoverer/<DISCOVERER_COMPONENT_NAME>/util.


The issue is reproducible all the time and it is reproducible regardless of the used EUL or if public/private connection or manual connections are attempted.
Discoverer Desktop can connect just fine to the same EULs.

Checking the WLS_DISCO-diagnostic.log file, the following can be observed:

Hint: An administrator can further diagnose connection problems by running the "checkdiscoverer" script under D:\oracle\product\as\1111\wls1\oracle_instance_pfrd1/Discoverer/<DISCOVERER_COMPONENT_NAME>/util.

If the OPMN debug log is enabled according to <Note 1397781.1>, it is observed that the issue occurs when the SessionServer process is attempted to be started:

Changes

None. Just installed and configured (separately) a new Discoverer instance.
