Hyperion Financial Reporting (FR) Command Line Batch Scheduler Fails to Run (Doc ID 1451161.1)

Symptoms

When trying to run the Financial Reporting ScheduleBatch via command line using the following syntax,
 
C:\Oracle\Middleware\EPMSystem11R1\products\financialreporting\bin>ScheduleBatch.cmd C:\\temp\\test.xml <servername> <userid> <password>

The following error is seen:
 
 C:\Oracle\Middleware\EPMSystem11R1\products\financialreporting\bin>ant -q -f "C:
\Oracle\MIDDLE~1\EPMSYS~1\products\FINANC~2\bin\BatchAdmin.xml" batch.schedule
 Unable to locate tools.jar. Expected to find it in
 C:\Oracle\MIDDLE~1\EPMSYS~1\common\JRE\Sun\1.6.0\lib\tools.jar
      [java] Java Result: 1
      [echo] Batch failed to schedule: C:\Temp\test.xml - See logs for details
 
BUILD SUCCESSFUL
 Total Time: 4 seconds

For comparison,  it succeeds when the same batch is scheduled manually within Workspace.
