Interactive Reporting Log Service On Windows Functional Server Does Not Initialize Error: "IOR File does not exist." (Doc ID 1451440.1)

Symptoms

The Enterprise Performance Management (EPM) Interactive Reporting Log Service On Windows Functional Server Does Not Initialize. In the CMC, the IR Log Service status shows Yellow and does not start up.

An error is seen with reference to:

IOR File does not exist.

In the Agent.log file, example extract where error shows is:
