After Upgrading, And Then Migrating, The Presentation Catalog, File And Folder Permissions Are Incorrect In Catalog Manager And Users Do Not Have Expected Privileges, I.E. The Administration Link Is Not Present

Information in this document applies to any platform.
When copying and pasting in Catalog Manager from one environment to another the permissions are not coming over with the folders. Additionally, users do not have access to some functions in the user interface, for example, the link to Administration is missing.
System was first upgraded on one server, and then the Presentation Catalog was migrated to another server.
