POV Bar Is Blank In Financial Reporting (FR) Studio. Reports Fail With Error: "5206: Cannot find dimension: <dimension>"

Symptoms
You have just installed Reporting And Analysis 11.1.2.1 and have migrated content from a 11.1.1.3 system. When you try to run an existing Financial Report (FR) report or create a new one, the report fails with the error:
5206: Cannot find dimension: <dimension>.
Additionally, the POV bar atop the report design is blank. The referenced dimension is one that should be in the POV. The same error occurs if a report is run from Workspace. If you move all the dimensions into the grid, such that there is no POV, the report runs. Similarly, if you check the "Grid Point Of View" checkbox in the Report Properties sheet, then switch all POV dimensions to point to a member other than "User Point Of View For <dimension>", the report runs.
