Error: "Logon Failed. Check Server State" When Trying To Sign Into Disclosure Management In Microsoft Excel (Doc ID 1478006.1)

Connecting to Disclosure Management via the Excel add-in produces the following error, "Logon Failed. Check Server State". 

The error remains whether port 8600 or 19000 is used in the configuration.  Previously, users were able to successfully connect to Disc Man through the Excel add-in.  When users connect to Disc Man through Workspace, the login is successful.
