Symptoms

Your OBIEE 11g server shut down unexpectedly and would not re-start.  You see the following error:

Error retrieving user/group data from oracle BI Server's User Population API.
Odbc driver returned an error (SQLExecDirectW) Stat: HY000.
Code 10058 [NQODBC][SQL_STATE:HY000][nQSError:10058] A general error has occurred.
[nQSError:43113] Message returned from OBIS. Error Message from BI Security Service:
[nQSError:12002] Socket communication error at call=Connect:9Number=0) Call=NQRpc: An unknown socket communication error at call=Connect:(Number=0)
Call=NQRpc: An unknown socket communication error has occurred.
[nQSError: 12010] Communication error connecting to remote end point: address = <IP Address>; port=9704.
[nQSError: 46119] Failed to open HTTP connection to server <IP Address> at port 9704. (HY000)
