oracle.as.management.opmn.optic.OpticBadConnectException: Could not get secure socket for host server.com and port 9501 (Doc ID 1481676.1)

Symptoms

11.1.1.6.0
Microsoft Windows x64 (64-bit)

We followed steps to start OBIEE 11g as mentioned in <> ,
1) Started Adminserver through startWebLogic.cmd
2) Started Node Manager
3) Started Bi_Server1 through Console
Starting OPMN through EM fails (coreApplicaton ->Availability -> Startall) but OPMN is starting when executing the same through windows services.

OPMN fails with the following error in the adminserver.log
