After Upgrade from OBIEE 10g Unable To Login To OBIEE 11g : "Unable to find user in identity store"

Information in this document applies to any platform.
- You configured external LDAP in OBIEE 10g, then Upgrade to OBIEE 11g
- After upgrade to 11g, you are not able to login to BI Analytics , EM, WLS console, Administration tool and get a Sign In error message:
Unable To Sign In" An Error occurred during Authentication. Try again later or contact your system administrator
- However, default authenticator WLS user is able to login successfully
- You find this error in NQServer.log file :
> Message From BI Security Service: SecurityService::authenticateUserWithLanguage [OBI-SEC-00015] Unable to find user in identity store
[2012-07-23T13:47:06.000+00:00] [OracleBIServerComponent] [ERROR:1]   [ecid: d487a2e8464d5ab6:-40408e87:138b39a0793:-8000-0000000000000635] [tid: 4143] [nQSError: 43126] Authentication failed: invalid user/password.
Login failed due to: [nqSError:43113] Message returned from OBIS.[nQSError:13024] Successful completion of init block 'Authentication' is required
[nQSError:37001] Could not connect to the Oracle BI Server instance.
