OBIEE 11g: Error: "TNS:could Not Resolve The Connect Identifier Specified At OCI Call OCIServerAttach" and "[nQSError: 17003] Oracle gateway error: OCIEnvNlsCreate or OCIEnvInit failed to initialize environment" (Doc ID 1485814.1)

Symptoms

After upgrading to OBIEE 11.1.1.6.X it is impossible to import data from the Oracle database into a repository in the Administration Tool.  You get the following errors:

TNS:could not resolve the connect identifier specified at OCI call OCIServerAttach
or
[OracleBIServerComponent] [nQSError: 17003] Oracle gateway error: OCIEnvNlsCreate or OCIEnvInit failed to initialize environment.
Please check your Oracle Client installation and make sure the correct version of OCI libraries are in the library path.

You had followed these steps:

They work fine for OBIEE 11.1.1.5 but not for OBIEE 11.1.1.6.
