OBIEE 11g: Error: "TNS:could Not Resolve The Connect Identifier Specified At OCI Call OCIServerAttach" and "[nQSError: 17003] Oracle gateway error: OCIEnvNlsCreate or OCIEnvInit failed to initialize environment"

After upgrading to OBIEE 188.8.131.52.X it is impossible to import data from the Oracle database into a repository in the Administration Tool. You get the following errors:
TNS:could not resolve the connect identifier specified at OCI call OCIServerAttach
[OracleBIServerComponent] [nQSError: 17003] Oracle gateway error: OCIEnvNlsCreate or OCIEnvInit failed to initialize environment.
Please check your Oracle Client installation and make sure the correct version of OCI libraries are in the library path.
You had followed these steps:
- For OCI 10g/11g and DB2 CLI (Unicode) data sources, provide the name of the data source in the Data Source Name field, then provide a valid user name and password for the data source.
- For Oracle Database data sources, the data source name is either a full connect string or a net service name from the tnsnames.ora file. If you enter a net service name, you must ensure that you have set up a tnsnames.ora file within the Oracle Business Intelligence environment, in ORACLE_HOME/network/admin.
They work fine for OBIEE 184.108.40.206 but not for OBIEE 220.127.116.11.
