As a business requirement, if public sector organization needs to add any additional segments, users are allowed to add these segments under the Segment Information parent (in Account Dimension), which is automatically picked up by data forms and corresponding predefined business rules.  However, new added out of the box members are picked up in forms with out any issue but whenever a user tries to execute predefined business rule, it does not work.

Changes

If user adds out of the box members Segment Information parent that is Account Dimension.  Out of the box members are ignored by predefined Business rules at the time of calculation.
