Creating Financial Reporting Connection Returns Error: "Subscript Out Of Range" (Doc ID 1490330.1)

Symptoms

When creating Financial Reporting (FR) connection against Hyperion Planning, the following error is being returned:

"Subscript out of Range"

The connection fails.  An exception can be seen in the "frclientlogging.log" file, similiar to:
