OBIEE 11g: Error: "Invalid JSON Payload" for all Users Except Administrator on Logging in to Answers (Doc ID 1491610.1)

Symptoms

You have upgraded from OBIEE 10g to 11g.  But when you log in to Answers as any user other than Administrator, you get the following error:

RPCServer returned a error: Error while executing PDFRpcCall.processMessage
oracle.xdo.XDOIOException: java.io.IOException: The filename, directory name, or volume label syntax is incorrect
at oracle.xdo.template.FOProcessor.generate(FOProcessor.java:1063)

You have followed the steps suggested in note 1334793.1 - Obi 11g Unable To Save Object With Specific User: Invalid Json Payload Error, but the problem still occurs.
