OBIEE 11g: Error: "[OBIPS] [ERROR:16] ... Unable to create a system user connection to BI Server during start up." Presentation Services Fails to Start After Issuing Command Opmnctl Startall (Doc ID 1493593.1)

Symptoms

You have installed OBIEE 11.1.1.6.0. 

When you try to restart all OBIEE services with the command

presentation services fails to start.  All other services start OK.

In sawlog0.log file, you see the following error:
