Symptoms
You have upgraded from OBIEE 11.1.1.5.0 to 11.1.1.6.4. When you start OBIEE, you see that the tabs for the Dashboard are no longer visible.
If you rollback the patches to 11.1.1.5, you can see these tabs once more. You had made some customization to OBIEE.
