When Running ESSCMDQ Against An ASO Unicode Outline, Receive the Following Error and Cannot Continue: "UTF-8 encoded outline file is not allowed to be read in non-Unicode-mode client" (Doc ID 1502120.1)

Symptoms

 Customer is running into the following error/KB issue:

"Error Trying to Deploy an ASO Essbase Database "1060190 Cannot Add Dimension -- too many dimensions have been created and deleted"" (Doc ID 1323833.1)

The customer is using an UNICODE-enabled ASO outline, when they try to use the correct ESSCDMQ in order to compact the ASO outline, they receive the following error and cannot go further:

"UTF-8 encoded outline file is not allowed to be read in non-Unicode-mode client"
