Financial Close Management (FCM) Error: "JBO-29000 : Querying SOA server for task returned no items" and BPEL Error (Doc ID 1509755.1)

Symptoms

When attempting to open a task with specific users, the following error message is thrown in the GUI:

The BPEL process to submit the task has failed.

This message is seen in the FCM log:

Changes

This particular issue is specific to using Native ID's in both Shared Services and Weblogic. The Security Administrator may have created a User ID in either the Weblogic Admin Console or the Shared Services console that was not EXACTLY the same as it was in the other.
