Symptoms

You are installing OBIEE 11.1.1.6.2 BP1 on IBM AIX on POWER Systems (64-bit) 6.1.  You see the following errors reported during the Fusion installation, specifically that the bi deployment failed:

[2012-12-06T19:54:40.210+01:00] [runProvisioning-bi-configure] [NOTIFICATION]

After reviewing the logs further, you could see that the BI Cluster Controller and the BI Presentation Server were not running. But the BI Server had started correctly.  The failure of the
cluster controller actually occurs ten minutes before the BI Server is started.

If you try to start the cluster controller manually, it fails with the following error:

[ERROR:1] [] [] [ecid: ] [tid: 1] [nQSError: 72013] A WinSock call returned error (67) Address already in use [[
[nQSError: 71046] Cluster Controller startup error. Unable to establish listener on port specified in RPC port or monitor port field in cluster configuration file.
