OBIEE 11g: Error: "OPatch failed with error code 115" when Installing Bundle Patch

Symptoms
When applying a Bundle patch on OBIEE 11.1.1.x the following error occurs:
Backing up files...
Patching component oracle.bi.biinst,
[ Error during Update inventory for apply Phase]. Detail: OPatch failed: ApplySession failed in system modification phase... 'ApplySession::apply failed: Current access level does not allow writing to the inventory'
OPatch will attempt to restore the system...
Restoring the Oracle Home...
Checking if OPatch needs to invoke 'make' to restore some binaries...
OPatch was able to restore your system. Look at log file and timestamp of each file to make sure your system is in the state prior to applying the patch.
Recommended actions: Please check if you have the privilege to modify the Oracle Home's inventory.
