BI Scheduler will not Start After the Database Schema Password has been Changed

BI Scheduler will not start after the database schema password has been changed.
The issue can be reproduced at will with the following steps:
1.Changed the Oracle 11g schema passwords using sqlplus.
2. Logged into console and change the bip_datasource and mds-owsm passwors from the connection pool tab.
3.Saved and clicked activate changes. Used OPMN stopall /startall on the command line.
4.The bi scheduler didn't start.
