OBIEE 11g: Link to Navigate to E-Business Suite is not Visible (Doc ID 1527849.1)

Symptoms

You have OBIEE 11.1.1.6 and OBIA 7.9.6.3 which you want to integrate with E-Business Suite r12.  You have followed the instructions in <note 1343143.1> - Integrating Oracle Business Intelligence Applications with Oracle E-Business Suite, adding the appropriate tags to ActionFrameworkConfig.xml file as described in <note 1457278.1> - OBI EE Action Links To EBS.

After re-starting your system, you still do not see any link to integrate with E-Business Suite.
