Symptoms
Enterprise Performance Management (EPM) Workspace web url is not opening and returns the error:
"Internet Explorer cannot display the webpage"
The log files do not show any reference that the Oracle HTTP Server (OHS) is not starting. Following extract is example of the content seen in starter log file:

Note:
- Verification that all required files/folders do exist in the %ORACLE_HOME% directory.
- A Process monitor trace shows that OHS properly accesses the relevant files on startup, but suddenly stop before it starts accessing all dll files involved in the startup process.
