OBIEE 11g: Error: "2 counts of InaccessibleWSDLException." Unable to Log in to BI Publisher after Upgrading the Web Catalog and BI Publisher Repository from 10g (Doc ID 1535675.1)

You have upgraded the OBIEE 10g Web Catalog and BI Publisher repository to OBIEE 11g using the upgrade utility.  However, now you are unable to access BI Publisher.  You get the following errors in a number of log files:

[URI: /xmlpserver/servlet/admin] 2 counts of InaccessibleWSDLException.
