BI Impersonation From Siebel Marketing Failing (Doc ID 1535895.1)

Symptoms

When attempting to launch a campaign from Siebel, all attempts to reach OBI EE fail with unauthorized access:-

Error invoking service 'Mktg Data Load Service', method 'PrepareCache' at step 'Prepare Cahce'.(SBL-BPR-00162)
Operation 'impersonate' of Web Service 'com.siebel.analytics.web/soap/v1.SAWSessionService' at port 'SAWSessionServiceSoap' failed with the following explanation: "Authentication error. Details: An invalid User Name or Password was entered.

This happens for all users, *except* for SADMIN.
