OBIEE Error: "Response data Unknown (12030)" When Navigating in Oracle Business Intelligence (OBIEE)

In OBIEE 11G, users receive the following error when opening a dashboard or navigating between dashboard pages, " Fatal: There was a problem retrieving the response data Unknown (12030)."
Other symptoms include:
- The error message is coming from the Browser and not the OBIEE application.
- Issue is PC/browser specific. The issue cannot be reproduced on Chrome browser.
- Re-installed the IE8 browser but the issue still occurs.
- Issue is only seen on a few client machines.
- Same user on other machines do not see this issue.
