Configuring an OBIEE 11g Navigation Action Link to E-Business Suite 12 Fails With "Unable to execute function. (RESP_ID=0/RESP_APPL_ID=0)"

You are configuring Action Link integration with OBIEE 11g (184.108.40.206.x) and E-Business Suite 12 (12.x).
You have followed the documentation 10 Integrating with Oracle E-Business Suite Security and <Note 1343143.1> - Integrating Oracle Business Intelligence Applications (OBIEE 11g) With Oracle E-Business Suite.
But, when you execute the 'Navigate to EBS' action link, the browser navigates to E-Business Suite successfully, but then fails when trying to launch the E-Business Suite form, with the following error:
Unable to execute function. (RESP_ID=0/RESP_APPL_ID=0)
