Running OBIEE 11g NQCMD On Oracle Exalytics To Refresh TimesTen Aggregates Fails With Error: "[OracleBIServerComponent] [ERROR:1]   ... [nQSError: 84003] [Aggregate Persistence] Checkin failed."

Information in this document applies to any platform.
Environment includes recently upgraded Oracle Business Intelligence Enterprise Edition (OBIEE) 11g and TimesTen (TT) 11g products on an Oracle Exalytics server.
Created TT aggregates successfully by running the "create aggregates" script via NQCMD. A global consistency check is run on the repository (RPD) and also completes successfully.
If the "create aggregates" script is run again, it fails while running the "delete aggregates" clause and the following errors are reported in the NQServer.log:
[2013-03-13T13:45:39.000+01:00] [OracleBIServerComponent] [ERROR:1]   [ecid: 004pwr6PT2BCCw85njH7iZ0006Yt0004jX] [tid: 4508f940] : [nQSError: 84003] [Aggregate Persistence] Checkin failed.
This issue can be reproduced using the following steps:
- Build aggregates in TT by running the "create aggregates" script via the OBIEE 11g nqcmd.
- After the aggregates have been successfully created, check for the global consistency of the RPD and save it. There are no errors.
- Re-run the "create aggregates" script and it fails with the error listed above.
This problem did not occur until OBIEE was upgraded to version 188.8.131.52.8 and TimesTen was upgraded to 184.108.40.206.1
Upgraded OBIEE to version 220.127.116.11.8 and TimesTen to version 18.104.22.168.1.
