Interactive Reporting Web Client Is Not Working For Non-Admin Users Using IE9 Windows 7 and Crashes When Opening BQY

Microsoft Windows (32-bit) - OS Version: 7
Opening an Interactive Reporting (IR) BQY document from Enterprise Performance Management (EPM) Workspace using IR Web Client, it opens but stays empty and freezes.
When this occurs:
- Shows toolbars and menubar, and then freezes.
- No report is shown, menubar does not work and not able to close window by clicking the X-icon.
- Need to use task manager to end the task and close the window.
The issue occurs with a non-admin Windows 7 user however everything works for Windows7 Administrator user. It was seen within Microsoft Windows 7 and Internet Explorer 9 environment.
