OBIEE 11g: Error:"OPMN.queryProcessStatus failed with the following exception" BIServer Component ( Coreapplication_obis1 ) does not Start after a Reboot and Status Shows as Stop (Doc ID 1546358.1)

Symptoms

When you try to re-start OBIEE 11g after re-starting the server, the BIServer component does not start. All other service components are running:
