Analytic Provider Services (APS) Goes Down a Few Times A Day Due to an "outOfMemory" Error (Doc ID 1558564.1)

The APS server is crashing throughout the day.  The APS startup log (start-AnalyticProviderServices0-out.log) shows the following error:

java.lang.OutOfMemoryError: getNewTla
at weblogic.servlet.internal.session.SessionContext.getIdsInternal(
at weblogic.servlet.internal.session.SessionContext$SessionInvalidator.cleanupExpiredSessions(
at weblogic.servlet.internal.session.SessionContext$SessionInvalidator$

It may also show the error:
