Error "The member "<MemberName> does not exist or you do not have access to it" When Running Rule From Smart VIew

When selecting values for Run Time Prompts on a business rule launched from Smart View, if a substitution variable or a user variable is chosen as the first member in the RTP and if the RTP values are a mix of member names and substitution variables, Smart View adds double-quotes incorrectly. Double quotes are added around the substitution variables (incorrect) and/or no closing double quote is added to match the opening double quote.
Error: The member "<MemberName> does not exist or you do not have access to it.
When Launching a rule in Smart View, when, for one of the Run Time Prompts (RTP), you choose a substitution variable or a user variable as the first member of the RTP list. For eg, &MyYear","FY11","FY12","FY13","FY14.
Notice that the variable &MyYear is ended with a quote but does not begin with one, and FY14 begins with one but does not end with one.
In this case, error 'The member "FY14 does not exist or you do not have access to it.' occurs.
If the substitution variable or a user variable is chosen later or last in the list, not as the first member, it works fine.
