How To Grant Permission To Saved OBIEE 11g Customizations By Users Rather Than Roles/Groups

Using Oracle Business Intelligence Enterprise Edition (OBIEE) version 220.127.116.11.5 on Exalytics and trying to share a dashboard customization.
The following steps were done to share the "Saved Customization" to specific users.
- Start a Dashboard
- Select Save current Customization
- Enter a name : test
- Select save for "others"
- Press the enabled button Set Permissions
- In the Saved Customization Permissions and Defaults dialog press the green plus
- In the list you can see only:
- Application Roles
This is still true in OBIEE 12c as well.
No users are listed, although, the 18.104.22.168 OBIEE User's Guide, chapter 5, seems to imply that it is possible to share with a specific user:
"To save the customization for use by others, select Others and then click Set Permissions to display the Saved Customization Permissions and Defaults dialog, where you specify the accounts that have permission to use the customization and whether the customization is to be the default customization for the accounts."
