OBIEE 11g: Error: "[nQSError: 14023] None Of The Fact Sources For [COLUMN] Are Compatible With The Detail Filter" when Running a Report

You are using OBIEE 188.8.131.52. You have two fact tables (FACT_TABLE_1 and FACT_TABLE_2) and four dimension tables. The dimension tables are split into two conformed tables and two non-conformed tables. The former (CONF_1 and CONF_2) are each joined to a fact table, similarly with the non-conformed tables, NON_CONF_1 joined to FACT_TABLE_1 and NON_CONF_2 joined to FACT_TABLE_2.
You create a report using the following tables:
You add the following filter:
NON_CONF_F2_NAME is equal to / is in 4
But when you run the report, you get the following error:
