Calculation Manager Error "Could not connect to Dimension Server"

Information in this document applies to any platform.
When attempting to open the Calculation Manager and accessing a business rule, the following error occurs.
Could not connect to Dimension Server.
Please make sure that the required services are started.
Connection refused: connect.
In the Windows Event Viewer, the following error message is recorded:
Service cannot be started. Hyperion.DimensionServer.Interface.Exceptions.EPMAServiceException: Cannot Initialize the Session Manager.--->Hyperion.CommonServices.Exceptions.DataAccessLayerException: To Run Dimension Server, both Allow_Snapshot_Isolation and Read_Committed_Snapshot database settings must be set to 'ON'.
