OBIEE 11g: Error: " access denied" Logging in to OBIEE after Installing OBIA

You have installed OBIEE and you could log in without issue. You then installed OBIA  Now, when you try to log into OBIEE, you get the following error:

An error message was received from the BI Security Service: access denied ( context=SYSTEM,,keyName=system.user read)

Despite re-deploying the SampleAppLite repository and catalog, you still get the error.
