Cannot Connect To OBIEE 11g Via Smart View (Doc ID 1570457.1)

Goal

The BIAdministrator role is the only way one can connect to Smart View. All other roles cannot connect. Where is the permission located? Application Policy, RPD, OBIEE Web Front-End?
