Usage Tracking Not Working With Sql Server Native Client (Doc ID 1570702.1)

Symptoms

 When Usage Tracking is configured to use the SQL Server Native Client for SQL Server 2008 DBMS and attempts to insert rows to the database schema tables the operation fails with this error recorded in the NQServer.log.
