OBIEE 11g: How To Enable 'Report Jobs' and 'Report Job History' Links on the Answers Home Page to Non-Administrative Users

In OBIEE 11g, when you log into Answers 11g as an Administrator user, on the left side of the screen, under the heading 'Browse/Manage' there are two options:
- Report Jobs
- Report Job History
Regular users do not get these options displayed by default. How do you enable these options manually for regular users who have not been granted any of the following default roles:
